BDN - Banner Developer Network

We have a need to create security for faculty members and department chairs that restricts access based on students enrolled in specific programs and/or majors. I believe fine grain access is an option, but we currently only use fine grain access to restrict access to SSNs. Are their any institutions that are restricting access to student information w/out using FGA?
